In reply to your letter of the 12th. instar which together with your minute of the 5th. ultimo has been laid before the Governor, His Excellency directs me to refer you to Colonial Regulation 212 which sets out the procedure to be observed by any individual who desires to address the Secretary of State for the Colonies. I am to and that the terms offered you by His Excellency are in accordance with the instructions of the Secretary of State and are not of His Excellency's own invention, but that the Governor would not wish to hold you to an accept- ance of the terms contained in the letter from this dopart- ment No 4 in 4307/10 of the 31st of last August, if your acceptance was given under a misunderstanding.
